MINUTES OF THE MEETING WITH MEMBER(PER) ON 12/12/2014 AT OFB

SUB; Brief discussions of the minutes of the meeting with Honorable Member (Per) &  OFB Officials and Office bearers of NDGBGOA held on 12/12/2014 at 1500 hrs, venue: OFB Headquarters.
On 12/12/14 at 1500 Hrs, meeting was held at O.F. BOARD with Honorable Member (Personnel) and senior Officials of OFB with Office Bearers of NDGBGOA (CE) and discussed the important unresolved issues pertaining to JWM cadre. The following official side of OFB and NDGBGOA/CE office bearers was present in the meeting.

       Addressing to the house Sri S.K. Singh, Dir/IR welcomed all the Senior Officials of O.F. Board and NDGBGOA representatives.

General Secretary, Sri Jaigopal Singh addressed the house and extended his thanks to Member (Personnel) and all the Officials of O.F. Board for granting the meeting within short period of time to listen and to resolve the cadre grievances.

Following important unresolved points pertaining to JWM cadre were discussed and reached to a conclusion during the meeting.

The point wise discussions are as follows.

1)      SENIORITY OF JWM’s
There was a thread bare discussions on the discrepancy of seniority list (published on 18.11.14). Association demanded to adopt DOP&T instructions (No.20011/1/2012-Estt.(D) dated 04.03.2014) in proper way to determine the seniority list of JWMs. In the discussions NDGBGOA clearly explained the contents of the DOP&T order that “in the order it is clearly mentioned that not to reopen the seniority cases prior to 27/11/2012 (Supreme Court Judgment)”. In this regard association represented the following.

a)      The JWM (DR) those have granted seniority 3 to 4 years prior to their joining in the Organization is not justifiable and the incumbents may not be completed the basic recruitment essential educational qualifications as per the SRO.
b)     Promotion of JWM to AWM which was given for the last two years was as per the earlier published seniority list of 2012. Once the promotions were given as per that seniority list how the same can be modified at this stage?
Finally, after elaborate discussions DDG/NG assured that the published seniority list will be reviewed based on the individual representations and in line with the Association submissions and necessary amendment/ corrections may be carried out at an early date.
2)      RESTORATION OF PROMOTIONAL INCREMENT BENEFIT TO CM-I AND JWM’s PROMOTED BETWEEN (01.01.2006 TO 29.08.2008 I.E. PRIOR TO DECLARATION OF 6TH CPC) -

 In this regard, Association represented that, NDGBOA had already clarified this matter to OFB on various levels and finally approached to Honorable CAT Mumbai. The matter was also taken up with Min. of Finance under Right to Information Act. The matter was gone up to CIC, New Delhi. After the instructions from the CIC, New Delhi and based on the application of Sri S.Prabhakaran (South Zone Secretary), Min. of Finance given the clarification that “the applicant is eligible for the incremental benefit based on the higher responsibilities performed by him”.
NDGBGOA stated that based on the earlier orders and Ministry of Finance reply OFB would have implemented the same without any further delay.
 OFB side clarified that OFB has approved the demand and forwarded the proposal to MOD giving the reference of Ministry of Finance reply obtained by Sri S.Prabhakaran and awaiting for   approval from M of D. The copy of the proposal forwarded to M of D  given to the association and   assured that the same will be implemented very soon.

3)      CADRE REVIEW STATUS OF JWM’s-
 In this regard, NDGBGOA office bearers are demanded OFB to clearly explain factual position of the cadre review.  In the warm discussions NDGBGOA conveyed the strong message to OFB that the JWM’s are stagnated for more than ten years in the same grade and they are not even seen single ray of light on their next promotion. NDGBGOA is fighting in various courts and it seems that after directives from court also the things are not moving properly. General Secretary mentioned the letter of DOPT regarding reduction of court cases to avoid litigations wherever the cases are logically correct and possible to solve at lower levels to save the Government resources like manpower and also to reduce the financial implications. Now our members are very keen to know the actual status of cadre review. After straight and firm demand by the association side, DDG/NG stated that many queries were asked by M of D for which he was personally met            JS (MOD) on 11.12.14 and submitted all the clarifications. After the clarifications, the Cadre Review proposal was forwarded to Ministry of Finance on 11/12/2014.
 In this regard Association emphasized on early completion of Cadre Review proposal at the earliest.

4)      REINSTATE OF CANCELLED TRANSFER ORDERS-
 After prolonged discussions, Member (Per) agreed   to reinstate the cancelled transfer orders. Finally Honorable Member (Personnel) approved the list and forwarded the applied cancelled transfer cases to DGOF.

5)      GARDE PAY RECOMMENDATION   TO 7TH CPC FOR JWM’s CADRE

 In this regard OFB Official clarified that, Grade pay of 4800 for JWM cadre was proposed to 7th CPC and it was sent as an addendum to 7th CPC which will be published very soon in the comnet. NDGBGOA had explained that the GP is supposed to be RS 5400 for JWM’s as per the proposals submitted by the Association. After elaborate discussions, OFB assured that in the coming days the 7th CPC will visit to OFB Organization and that time the Assn also given a chance to explain their grievances directly to the pay commission.

6)      REVISION OF HARD STATION IN TRANSFER POLICY OF OFB-
OFB agreed to revise the criteria for deciding the hard stations in line with CGDA list of hard stations. It was assured by OFB Officials that the list of hard stations will be revised.
7)      SRO OF JWM’s-
Association requested Honorable Member (Per) to take necessary action to complete the revised SRO at the earliest before 7th pay commission visit to OFB.

8)      INCENTIVE SCHEME TO GAZETTED OFFICERS-
In this regard Association strongly demanded that the incentive to be given to Gazetted Officers those were not granted OTA and Piece work profit. DDG/Admin replied that   committee has formed for studying the proposal and expected to receive the final proposal from the committee. After receiving the same, it will be forwarded to MOD for further action.
9)      PROMOTION FROM JWM TO AWM-
DPC for 75 no’s of JWM  has been considered for promotion to AWM  very shortly.
             Association shown deep concern over the current affairs of OFB that ‘OFB is not involved the Association in the important meeting which was held with all major federations about the organization matter in the first week of December”. It is explained to OFB that Group B cadre is the back bone of the organization and without their contribution the Production targets could not be achieved in the factories. Hence it is most important that any policy matters, the Association must be called in the important discussions regarding the Organization.

On this issue Member personnel assured that Association demand is logically and legally correct and in future the same will be taken care. Member/per explained that, till date no such decision had been taken which will impact on the existence of the organization (privatization or corporation). But some reforms may be taken in future to enhance the production targets twice to existing production of OFB within three years  and this may be achieved by outsourcing of the noncore products and concentrating to produce the core items in Ordnance Factories. If required some of the Ordnance Factories should produce new items like Parachutes and bullet proof jackets etc. as per the requirements of the customers in future.

Association meeting with MEMBER(PER)on 12.12.14

Dear members,
on 12.12.14,Meeting was held at OFB  with NDGBGOA with Honorable Member (Per) and OFB Officials for discussion of important unresolved issues pertaining to JWM CADRE. Following burning issues were discussed and resolved during the meeting.
1. Seniority list of JWMs- There was a thread bare discussion on the discrepancy of seniority list (published on 18.11.14). Association demanded to follow the DOP&T ORDER(04.03.2014) in which it was it was clearly mentioned  not to reopen the seniority before 27/11/2012(Supreme court Judgement). In this regard association represent the followings.
a. The DR JWM those have granted seniority  3 to 4 year prior to their joining would not have complete essential qualification.
b. Promotion of JWM to AWM has been granted for the last two years which was as per the seniority list of 2012, and how it can be changed.
Finally, DDG/NG assured to amend necessary correction after reexamine.
2. Restoration of promotional Incremental benefits to CM and JWMs- It is an great achievement of Association that after a long fight, OFB has approved and forwarded a letter to MOD for concurrence. The copy of the letter forwarded to MoD was given to the association.
3. Reinstate of cancelled transfer order- After a long struggle, Member ( Per) was agreed and forwarded to DGOF for approval.
4. CADRE REVIEW of JWMs- Regarding CADRE REVIEW ,many query was asked by MoD  for which DDG/NG has personally met JS(MOD)on 11.12.14 and made clarification. After clarification C.R proposal was forwarded to MOF.
5. Pay commission recommendation for JWM by OFB- In this regard OFB has sent 4800 GP as a addendum to 7th CPC.
6. Revision of hard station- OFB has agreed to revise and include some more factories in the list of hard station.
7. SRO of JWMs-Association request Honorable Member (Per) to take necessary action to complete the revised SRO at the earliest.
Other important points like reorganization of Ordnance Factories was also discussed.

GENERAL SECRETARY VISIT TO OFB ON 01/12/2014

DEAR MEMBERS,

               AFTER DISCUSSION WITH OF BOARD OFFICIAL ON 01/12/2014 FOLLOWING UPDATE ON CADRE RELATED ISSUES WAS CONFIRMED.

1- INCENTIVE SCHEME FOR GROUP B GAZETTED OFFICERS-  

   ORDNANCE  FACTORY BOARD HAS MADE ONE COMMITTEE TO SUBMIT REPORT ON INCENTIVE SCHEME WHICH WILL BE EXTENDED TO GAZETTED OFFICERS THOSE ARE NOT GRANTED OTA AND PIECE WORK.

2- INCREMENTAL BENEFIT TO CM AND AF -

    ORDNANCE FACTORY BOARD HAS FORWARDED LETTER TO MOD FOR GRANTING ONE INCREMENT, THOSE WERE PROMOTED FROM CM II TO CM I AND FROM AF TO JWM AFTER 01/01/2006. IT HAS BEEN DISCUSSED WITH PCof A AND IT WAS ASSURED THAT IF THERE WILL BE ANY COURT DIRECTIVES THEN THE INCREMENTAL BENEFIT WILL BE GRANTED.

3- CADRE REVIEW OF JWMS-

CADRE REVIEW OF JWMS WAS CLARIFIED BY OFB AND SENT TO MOD ON 25/11/2014.

4-TRANSFER OF JWMS IN COMPASSIONATE GROUND-

THOSE ARE INTERESTED TO GET TRANSFER IN COMPASSIONATE GROUND MAY APPLY FRESH APPLICATION TO OF BOARD AFTER GETTING CERTIFICATE FROM CMO OR PMO OF RESPECTIVE FACTORIES.

5- SENIORITY LIST OF JWMS-

REPRESENTATION  ON SENIORITY FROM INDIVIDUAL MAY BE FORWARDED TO OFB THROUGH THEIR RESPECTIVE GENERAL MANAGER AT THE EARLIEST FOR NECESSARY ACTION FROM OF BOARD.

MEMBER(PERSONNEL) HAS GRANTED A MEETING WITH NDGBGO ASSOCIATION TO DISCUSS THE PENDING ISSUES PERTAINING TO GROUP B GAZETTED OFFICERS ON 12/12/2014 AT ORDNANCE FACTORY BOARD.

NDGBGOA OFFICE BEARERS WITH SECRETARY 7TH CPC AT HYDERABAD





NDGBGOA MEETING WITH 7TH CPC AT HYDERABAD ON 19/11/2014

The NDGBGO Association meeting with 7th CPC held on 19th Nov'2014 during the visit to Hyderabad.

The 7th CPC team headed by Honorable Chairman, Secretary and members visited Hyderabad from 18th to 20th Novembe’2014.

The NDGBGOA had taken a prior appointment with the 7th Central Pay Commission and the Office bearers of CE/NDGBGOA and OFPM BRANCH met personally with the 7th CPC on 19.11.2014 and the following Office bearers were present in the meeting.

The committee headed by the Chairman honorable Justice A.K. Mathur, Smt Meena Agarwal/Secretary and other members were present from 7th CPC. Before starting of the meeting NDGBGOA introduced the Office bearers to the committee and conveyed their whole hearted thanks for making convenient to visit to Hyderabad and allotting the time to our Association. NDGBGOA clearly explained about the role of Group-B (G/NG) cadre for achieving the production in the Organization and meeting the targets of Arms & Ammunition required for the Armed forces within the stipulated time frame and taking the responsibilities in the shop floor and Administration etc. on their shoulder. After submission of memorandum and highlights of the memorandum to the committee, the Association had personally requested the honourable Secretary Smt. Meena Agarwal to give more time for discussions. On our request she has given her consent and the meeting held in the conference hall with the delegates of the NDGBGOA.

During the discussions, the Secretary had positively responded to our genuine demands and stated that the Commission understood the genuine demands of the Group “B” cadre of O. F’s and in the 7th CPC the same will be taken in to consideration.
The following main points are submitted to the 7th CPC are furnished below.
1.   JUSTIFIED PAY SCALES FOR JWM's: The NDGBGO Association had clearly explained to the Pay Commission about the injustice done to Group 'B' Gazetted cadre in the previous CPCs. The Association had briefly summarized the condensation of the posts in the 5th and 6th CPC. The JWM (erstwhile FM) drawing more pay (FM is in the pay scale of RS 2375 and AWM pay scale was RS 2200) than AWM before implementation of 5th CPC had also explained to the commission. In the 6th CPC middle management cadre was further victimized by keeping only two posts of CM (GP of RS 4200) and (JWM GP of RS 4600) only. Where as in the Group 'A' and Industrial cadre the promotion prospects were not disturbed in the 6th CPC. While explaining the duties of JWM’s, it is appraised that the JWM’s are taking total shop floor responsibility and they are the front line Managers attending all the problems raised in the production shops. The Association compared with 6th CPC posts/GP’s and stated that if CM II is placed in RS 4200, CM I in RS 4600, AF RS 5400 and JWM are supposed to get the GP of RS 6600. While comparing with Matron and Sr. Nurse, the posts are holding the pay scales of Rs 6500 in 6th CPC were placed in the GP of RS 5400 and whereas the JWM holding the pay scale of RS 7450 in the 6th CPC were given the GP of RS 4600. The JWM’s are performing the duties of HOS in all the sections. The Association requested to the CPC that in the forth coming 7th CPC recommendations, the pay scales of  JWM’s should be placed above the GP of RS 5400 in PB3 from the initial stage to correct the anomalies/injustice done to the cadre in the past 4th and  5th CPC’s. The PS & Sr. PS Cadre of Ordnance Factories Grade pay must be given equal to OFB and Ministry and the anomalies are to be corrected in the 7th CPC.
2.   INDUSTRIAL ALLOWANCE: NDGBGOA explained to the pay commission about the difference of working hours and duties and responsibilities between other Central Govt. departments and in the Ordnance Factories. It is mentioned that the Central Govt. Offices are working 5 days per week and whereas Ordnance Factories are working 6 days per week. The industrial cadre is getting OT and piece work. Hence NDGBGOA suggested that the Industrial Allowance or incentive should be paid to all the Group ‘B’ Gazetted Officers at the rate of 20% of their pay (pay in PB +GP).
3.   Grant of PLB: It is submitted to the pay commission that being a industry the Productivity linked Bonus to be given to all the cadres and there is no differentiation between the working hours of industrial and non-industrial employees and other groups like Group ‘A’ and Group ’B’ in the Ordnance Factories and all are working 6 days per week. Hence all the employees working in the industry the PLB should be given without any disparity.
4.    Risk allowance for JWM Cadre: The Risk Allowance is paying to the industrial employees who are working in the Hazardous places. The same benefit to be extended to JWM Cadre who were working in the same places.
5.    MACP SCHEME IN PROMOTIONAL HIERARCHY: While explaining the MACP scheme, NDGBGOA stated that any career progression is supposed to be in the promotional hierarchy of the Grade Pay. Due to the wrong implementation of the MACP scheme in 6th CPC in the Grade Pay hierarchy, several juniors are got higher Grade Pay then their seniors. Hence the same should be rectified in the 7th CPC and MACP or any such other scheme is supposed to be given in the promotional hierarchy only.

Other points like International LTC, Educational allowance up to post graduation level, remote location allowance, hard station working allowance, hill compensatory allowance and grievances redressal mechanism for Group ‘B’ and scrapping of new pension Scheme are discussed in the meeting.

The honorable Secretary Smt. Meena Agrawal while discussions with the NDGBGOA delegates assured that our representation submitted/discussed will be definitely taken in to consideration.  She had personally noted down all the submissions made by our Association representatives and assured that 7th Central Pay Commission will take cognizance of all the genuine demands submitted/discussed by the NDGBGO Association while finalising the pay commission report.
