Highlights of Memorandum to Seventh Central Pay Commission



DEAR MEMBERS,

            NDGBGOA OFFICE BEARERS  ARE CONTINUOUSLY PRESENTING THE REAL POSITION OF GROUP B GAZETTED CADRES OF ORDNANCE FACTORIES IN FRONT OF 7TH CPC .

ON 18 TH JULY GENERAL SECRETARY AND ORGANISING SECRETARY SUBMITTED COPY OF OUR MEMORANDUM AND  EXPLAINED THE POSITION OF OUR CADRE AND REQUESTED FOR JUSTIFIED GRADE PAY AND CONSIDERATION OF INDUSTRIAL ALLOWANCE AT 7TH CPC OFFICE, NEW DELHI .

ON 08 TH NOVEMBER, GENERAL SECRETARY,JOINT SECRETARY AND ORGANISING SECRETARY MET THE COMMISSION AT NAVAL DOCKYARD,MUMBAI  AND REQUESTED  TO CONSIDER GROUP B GAZETTED OFFICERS(JWM AND PS) IN THEGRADE PAY OF 5400 IN PB-III AND EMPHASIZED ON INDUSTRIAL ALLOWANCE TO GROUP B GAZETTED CADRE.

 
 ON 19/11/2014, PRESIDENT,JOINT SECRETARY AND OFPM BRANCH CHAIRMAN AND SECRETARY MET THE COMISSION AT HYDERABAD AND EXPLAINED ABOUT THE JWM AND PS CADRE OF ORDNANCE FACTORIES AND REQUESTED TO CONSIDER JWM GRADE PAY IN 5400 IN PB-III ,INDUSTRIAL ALLOWANCE,PLB AND RISK ALLOWANCE.

           NDGBGOA OFFICE BEARERS ARE KEEPING THEIR DEMANDS IN FRONT OF 7TH CPC AT ALL THE PLACES.NDGBGOA COULD MET 7TH CPC THREE TIME WITHIN SHORT SPAN OF TIME. ALL THE OFFICE BEARERS ARE REQUESTED TO MEET 7TH CPC IF THEY ARE VISITING NEAR BY CITIES. THE MEMORANDUM WHICH WAS FORWARDED TO YOUR MAIL MAY KINDLY BE SUBMITTED DURING THEIR VISIT. NDGBGOA  SUBMITTED  MEMORANDUM AND HIGHLIGHTS OF OUR MEMORANDUM(ENCLOSED) TO 7TH CPC.

            WE HOPES, GROUP B GAZETTED CADRE OF ORDNANCE FACTORIES WILL BE PLACED IN A BETTER POSITION   IN THE 7TH CPC.

NDGBGOA OFFICE BEARERS WITH SECRETARY 7TH CPC AT HYDERABAD





NDGBGOA MEETING WITH 7TH CPC AT HYDERABAD ON 19/11/2014

The NDGBGO Association meeting with 7th CPC held on 19th Nov'2014 during the visit to Hyderabad.

The 7th CPC team headed by Honorable Chairman, Secretary and members visited Hyderabad from 18th to 20th Novembe’2014.

The NDGBGOA had taken a prior appointment with the 7th Central Pay Commission and the Office bearers of CE/NDGBGOA and OFPM BRANCH met personally with the 7th CPC on 19.11.2014 and the following Office bearers were present in the meeting.

The committee headed by the Chairman honorable Justice A.K. Mathur, Smt Meena Agarwal/Secretary and other members were present from 7th CPC. Before starting of the meeting NDGBGOA introduced the Office bearers to the committee and conveyed their whole hearted thanks for making convenient to visit to Hyderabad and allotting the time to our Association. NDGBGOA clearly explained about the role of Group-B (G/NG) cadre for achieving the production in the Organization and meeting the targets of Arms & Ammunition required for the Armed forces within the stipulated time frame and taking the responsibilities in the shop floor and Administration etc. on their shoulder. After submission of memorandum and highlights of the memorandum to the committee, the Association had personally requested the honourable Secretary Smt. Meena Agarwal to give more time for discussions. On our request she has given her consent and the meeting held in the conference hall with the delegates of the NDGBGOA.

During the discussions, the Secretary had positively responded to our genuine demands and stated that the Commission understood the genuine demands of the Group “B” cadre of O. F’s and in the 7th CPC the same will be taken in to consideration.
The following main points are submitted to the 7th CPC are furnished below.
1.   JUSTIFIED PAY SCALES FOR JWM's: The NDGBGO Association had clearly explained to the Pay Commission about the injustice done to Group 'B' Gazetted cadre in the previous CPCs. The Association had briefly summarized the condensation of the posts in the 5th and 6th CPC. The JWM (erstwhile FM) drawing more pay (FM is in the pay scale of RS 2375 and AWM pay scale was RS 2200) than AWM before implementation of 5th CPC had also explained to the commission. In the 6th CPC middle management cadre was further victimized by keeping only two posts of CM (GP of RS 4200) and (JWM GP of RS 4600) only. Where as in the Group 'A' and Industrial cadre the promotion prospects were not disturbed in the 6th CPC. While explaining the duties of JWM’s, it is appraised that the JWM’s are taking total shop floor responsibility and they are the front line Managers attending all the problems raised in the production shops. The Association compared with 6th CPC posts/GP’s and stated that if CM II is placed in RS 4200, CM I in RS 4600, AF RS 5400 and JWM are supposed to get the GP of RS 6600. While comparing with Matron and Sr. Nurse, the posts are holding the pay scales of Rs 6500 in 6th CPC were placed in the GP of RS 5400 and whereas the JWM holding the pay scale of RS 7450 in the 6th CPC were given the GP of RS 4600. The JWM’s are performing the duties of HOS in all the sections. The Association requested to the CPC that in the forth coming 7th CPC recommendations, the pay scales of  JWM’s should be placed above the GP of RS 5400 in PB3 from the initial stage to correct the anomalies/injustice done to the cadre in the past 4th and  5th CPC’s. The PS & Sr. PS Cadre of Ordnance Factories Grade pay must be given equal to OFB and Ministry and the anomalies are to be corrected in the 7th CPC.
2.   INDUSTRIAL ALLOWANCE: NDGBGOA explained to the pay commission about the difference of working hours and duties and responsibilities between other Central Govt. departments and in the Ordnance Factories. It is mentioned that the Central Govt. Offices are working 5 days per week and whereas Ordnance Factories are working 6 days per week. The industrial cadre is getting OT and piece work. Hence NDGBGOA suggested that the Industrial Allowance or incentive should be paid to all the Group ‘B’ Gazetted Officers at the rate of 20% of their pay (pay in PB +GP).
3.   Grant of PLB: It is submitted to the pay commission that being a industry the Productivity linked Bonus to be given to all the cadres and there is no differentiation between the working hours of industrial and non-industrial employees and other groups like Group ‘A’ and Group ’B’ in the Ordnance Factories and all are working 6 days per week. Hence all the employees working in the industry the PLB should be given without any disparity.
4.    Risk allowance for JWM Cadre: The Risk Allowance is paying to the industrial employees who are working in the Hazardous places. The same benefit to be extended to JWM Cadre who were working in the same places.
5.    MACP SCHEME IN PROMOTIONAL HIERARCHY: While explaining the MACP scheme, NDGBGOA stated that any career progression is supposed to be in the promotional hierarchy of the Grade Pay. Due to the wrong implementation of the MACP scheme in 6th CPC in the Grade Pay hierarchy, several juniors are got higher Grade Pay then their seniors. Hence the same should be rectified in the 7th CPC and MACP or any such other scheme is supposed to be given in the promotional hierarchy only.

Other points like International LTC, Educational allowance up to post graduation level, remote location allowance, hard station working allowance, hill compensatory allowance and grievances redressal mechanism for Group ‘B’ and scrapping of new pension Scheme are discussed in the meeting.

The honorable Secretary Smt. Meena Agrawal while discussions with the NDGBGOA delegates assured that our representation submitted/discussed will be definitely taken in to consideration.  She had personally noted down all the submissions made by our Association representatives and assured that 7th Central Pay Commission will take cognizance of all the genuine demands submitted/discussed by the NDGBGO Association while finalising the pay commission report.

NDGBGOA MEETING WITH 7TH CPC AT MUMBAI

Dear members,
7th CPC Team headed by its Chairman and Secretary visited Mumbai from 6th to 8th Nov.NDGBGOA could got a time for presenting its demand in front of Chairman 7th CPC on 8th Nov. On behalf of NDGBGOA followings demands were kept in front of 7th CPC.
1. PAY SCALE OF JWM SHOULD BE CONSIDERED  IN PB-III  WITH GP 5400.
In this regard, JWMs responsibilities was explained. It was clarified that one section in Ordnance factories is  equivalent to a private industry where minimum 300 employees works. As a Head of Section, one JWM shoulder the whole responsibilities of Safety,Quality, Productivity,Maintenance and Adminstration of the section.
2. INDUSTRIAL ALLOWANCE FOR GROUP B GAZETTED OFFICERS OF ORDNANCE FACTORIES.
In this regard it was presented that Ordnance Factories are industrial organization which produces large number of products for Army,Navy,Air force and paramilitary forces. All the  factories runs 24X 7 hrs. The working pattern is 6 days a week . As a section Head, the Group B Gazetted Officer takes responsibility of the section and attend the problem when ever required. Therefore industrial ALLOWANCE or incentive should be granted to all the Group B Gazetted Officer  at 20% of their pay ( pay in PB +GP ).
3. PAIRITY IN PAY SCALE IN PS CADRE.
In this regard it was stated that 6th CPC has recommended for a pairity in pay SCALE to PS CADRE of  Secretariat and HQ with factories which is not yet shorted out by the department. It should be shorted out by 7th CPC.
4. RISK ALLOWANCE FOR GAZETTED OFFICERS.
In this regard it was stated that Risk allowance should be granted to all the employees those were involved in production and maintenance of Hazardous process irrespective of Gazetted or non Gazetted.
Other common points like International LTC, Educational allowance up to post graduation level, case less treatment, Remote location Allowance, Scrappiing of New pension Scheme, Increase in HBA up to 30 lakhs,were taken up in the meeting.
