PROTEST LETTER ON RECENT TRANSFER ORDERED OF JWM BY OFB

                              With reference to above, it is regretted to note that O.F.Board has violated its own made Inter factory Transfer Policy under reference(2) and published Inter factory Transfer Order of 155 Jr. Works Manager  without consultation of stakeholder Association.
       Sir, as per above Tranfer policy which is made for JWM and PS  clearly mentioned that
(1)Only Those JWM will transferred who have completed 10 years service in same post in same station.
(2)No JWMs will transfer whose service remains less than 5 years.
         But  recently published  huge number of  transfer order by Ordnance Factory Board  has violated and not considered above mentioned  policy .The above Interfactory Transfer Order is done in strict contravention of Transfer policy.
             NDGBGO Association  is strongly protest on the action taken by OFBoard.It appears as per available records that OFB has taken action and published Inter factory Transfer Order under the pressure  of Industrial Employees Federation( As  per point no.4.14 of JCM-III steering committee minutes).Which is not legally right as no representation from JWM cadre are in JCM-III but the matter of JWM  cadre  is being discussed in forum without cadre representation.
                             As per information received from Board officials,  JWMs those have completed 34 to35 years service in one unit with more then 3 years service left for retirement have been transferred. 
                             Hence Hon’ble DGOF/Chairman is requested to cancel above published transfer list or may be permitted to challenge this Transfer order in court of law so that Association can provide justice to their members.

GS VISIT TO OFB AND UPDATE ON CADRE RELATED ISSUES

 Dear mebers,
           General secretary and Organising Secretary Visited OFB on 09th and 10th july 2015. Honorable DGOF was kind enough to spare his time with Association Represntative for discussion of cadre and organisation related issues. He has directed DDG/NG&IR to discuss on cadre related issues. DGOF & Chairman explained about the future challenges of Ordnance Factory Organisation and he expressed that we have to more competative in the market to meet the customer need. In the present scenario of Commercial undertaking, OFB has to achieve 20K Cr by 2017-18 which is a challenging task. At present many Private and public sector are in the market for competition with OFB. He has indicated that many changes will be there in our organisation in near future to meet the challenges.

General secretary expressed his concern on important long pending cadre related issues like Cadre Review, SRO, Seniority of group B cadre which should be complete at the earliest before pay comission. DGOF replied thatat present Ministry has asked for RATIONALISATION of Cadre in OF ORGANISATION for which one Committee has been formed in which Sri Aditya Mishra is the chairman. The committee has to make report within short period. He expressed that DDG/NG is expediting all the pending cadre related issues at MoD level and he has directed to DDG/NG for short out the issues at the ealiest. 

DDG/NG has given a meeting with Association in his Office for discussion  and follow up action on Minutes of the meeting which was held with Member/Personnel on 1stApril 2015. Following points were discussed.

CADRE REVIEW -  In this regard he has told that there will be a meeting at MoD for dicussion and decission  on Cadre review.  The querry asked by MoD also will be clarified. In the meeting Associiation also will participate.

SENIORITY LIST of JWMs- In this regard  DDG/NG expressed that, Sri B.B Dash has got transfer from OFB to OFKAT who was the chairman in taskforce committee. Now Sri S.K.Singh Dir/IR, has been given the task for completion of Seniority list. He will call all the committee members very shortly to start the work.

SRO of JWMs-  SRO of JWMs Technical is at DOP&T and Non Technical  SRO is finalised at MoD which will be forwarded to DOP&T very shortly.

INCENTIVE SCHEME for Group B Gazetted Officer- In this regard he told that the committee report is yet to recieved at OFB after which decission will be taken in this regard.

Review on HARD STATION LIST- Till date review has not been taken but according to minutes of meeting the current position will be taken in this regard and position will be conveyed to Association accordingly.

DPC for Promotion from JWM to AWM- In this regard UPSC has asked clarification on SRO of IOFS Cadre whether to follow Combined seniority promotion or trade wise break up promotion. These should be clarified by OFB after which DPC will be accepted by UPSC for further action.

NATURE of DUTY of JWMs- In this regard General Secretary told to publish the nature of duty at the earliest. DDG/NG assured to take corrective action and will direct Dir/NG to publish the same at the earliest. 

INCREMENTAL BENEFIT FOR CM and JWMs- In this regard General Secretary told that the case has already been cleared by DOP&T and at present it is in Defence Finance. Once it is ordered by MoD, kindly publish the order to all the factories for further action without any delay.DDG/NG assured to publish the order once it is recieved by OFB.

REPRESENTATION OF ASSOCIATION IN HIGH LEVEL COMMITTEE- In this regard DDG/NG replied that as per association demand, Representation from association has been considered for APEX COMMITTEE and LPC . General Secretary extended his sincere thanks to OFB for considering the association view in this regard. The APEX COMMITTEE meeting at OFB is scheduled on 21/07/15 ,in which Association has been invuted for attending the same.

All the other points  in the meeting minutes were discussed and association requested DDG/NG for giving follow up action on all points may be communicated to association at the earliest.

Recent Inter Factory Transfer of 155 JWMs- General Secretary stongly condemned the the recent inter factory  transfer order of 155 JWMs which is against the transfer policy. General Secretary replied to DDG/NG that as per transfer policy, Group B Officers should not be disturbed in the last five year of there service . Without discussion/suggestion  of Association such a large number of transfer order without any policy is incorrect.Therefore all the transfer order should be cancel at the earliest. Any policy decission on group B transfer should be implimented after consultation with association. General Secretary has requested Member A&E for cancelling the order. DDG/NG repliedd that except 15 to 20 JWMs all are in the same station. If  any JWMs have got any problem, let them represent . According to their representation OFB will take necessary decission. 
Those have got  problems for change of station,they can apply to OFB for consideration.

IMPORTANT MASSAGE ON INCREMENTAL BENEFIT TO CHARGEMAN AND JWMs

                        AS PER TELEPHONIC MASSAGE FROM DOP&T, TODAY ON 06/07/2015 DOP&T HAS CLEARED THE INCREMENTAL BENEFIT CASE AND FORWARDED TO MoD FOR FURTHER ACTION. IT IS EXPECTED THAT MoD MAY GIVE ORDER TO OFB FOR IMPLEMENTATION WITHIN THIS WEEK.

Final brief to 7th CPC by NDGBGOA on 01/07/2015


Meeting with 7th CPC on 01.07.2015

Dear members,
                  Office bearers of NDGBGOA could got an appointment to meet Joint Secretary,7 CPC, Shri Jayanta Sinha and Vivek Roy who are dealing Defence. Association highlighted following important issues of Group B Gazetted cadre in front of 7th CPC.
1. Assn. Presentation on JWM Cadre-The total no of post of JWMs are 7694 with negligible promotional aspects to JTS(188).The whole cadre irrespective of Seniors and Juniors are demoralised without any promotional aspects and financial benefit. The cadre is continuously being degraded in pay scale by consecutive 5th and 6th  Central Pay Comission. The highest experienced cadre in the organisation and at the  managerial level who answer to workman and General Manager in a industrial organisation should be honoured with a respectable pay package with good promotional aspects.Assn. requsted for considering minimum Grade pay of 5400 equivalent pay scale  for JWMs .
CPC view- In this regard Jt. Secy. Expressed his concern about the more no of JWMs without any promotional prospects in Ordnance Factory Organisation. He expressed about the proposal of OFB regarding theJWM Cadre. He has assured to make a good proposal and a better pay packge for JWMs.
2. Assn. Presentation on PS Cadre- There is difference in pay packages and promotional  aspects of PS Cadre in Factoties and HQ and Secretariat. The PS, those are in Ordnance Factoties used to work for 6 days in a week attched to SAG Grade. The duty time is more than 08 hrs along with Factories Over time. Even though 6th CPC recommended for pairity in pay scale of PS Cadre but it has not implimented.. Association requested CPC for recommendation of pairity in PS Cadre.
CPC view- CPC assured for recommending  pairity  in PS Cadre  in Factories and HQ Organisation.
3. Incentive scheme in industrial organisation-  Assn. Suggested for making incentive scheme in govt. Industrial Organisation for Group B gazetted cadre.
4. Risk Allowance for Group B Gazetted cadre-   Ordnance Factories produce explosives and ammunition and many hazardous operation being carried out in Manufacturing process which involves risk for all the cadre involves in production. Therefore risk allowance should be extended for group B gazetted cadre. Jt. Secy. accepted the point and assured for granting the same.
5. PLB for Group B Gazetted officer-  Assn. requested CPC ,for consideration of granting PLB to Group B Gazetted Officers.
Other General points like International LTC, Educational Allowance upto graduate level was also suggested.
On behalf of NDGBGOA, Final memorandum in brief was submitted for  consideration of 7th Central Pay Commission.
