GENERAL SECRETARY VISIT TO MOD ON 20th and 21st DEC.2016

DEAR MEMBERS,
                      GENERAL SECRETARY VISITED MOD ON 20TH AND 21ST DECEMBER 2016 AND SUBMITTED THE UNDER PUBLISHED LETTER TO THE CONCERNED OFFICIAL AND PERSONALLY MET ADDITIONAL SECRETARY AND JOINT SECRETARY MOD. IT WAS SUBMITTED TO ADDITIONAL SECRETARY AND JOINT SECRETARY THAT, ALL THE ISSUES PERTAINING TO GROUP B GAZETTED OFFICERS HAS NOT BEEN RESOLVED BY OFB EVEN AFTER MEETING AT MOD WITH ADDITIONAL SECRETARY. NO ACTION HAS BEEN INITIATED BY OFB OR MOD.
   IN THIS REGARD, JOINT SECRETARY REPLIED THAT POSITION OF ALL THE POINTS WHICH WAS DISCUSSED IN THE LAST MEETING WITH ADDITIONAL SECRETARY (31/08/2016) WAS ASKED TO OFB. THE ACTION TAKEN REPORT ON ALL THE POINTS FROM OFB IS AWAITED BY MOD. AFTER RECEIVING THE SAME ASSOCIATION WILL BE CALLED FOR THE MEETING.

TRANSFER POLICY SUBMITTED BY NDGBGOA

Sir,
   Sub: Points for inclusion in Transfer policy of Group B Gazetted Officers –Reg
   Ref no- JTR-60/Per/NG/2016-17 Dated-31/10/2016

    Reference cited above,   the Central executive of NDGBGOA requests you to incorporate the following points in the proposal of transfer policy framed by OFB for Group B Gazetted cadre.
1.                 Division of Ordnance factories for Consideration of Transfer-Ordnance Factories may be divided into three types depending upon the place and Facilities. HRA being granted 10%, 20% and 30% depending upon the class of Cities and accordingly Ordnance factories may be divided into three Categories i;e Hard Station, Semi Hard Station and Soft Station depending upon the Place and Facilities.
2.                  Posting of DR and LDCE JWMs- DR, LDCE JWM may be posted to Hard Station for three Years and semi Hard Station for first five year. After completion of service for the required period in Hard station and Semi hard station they should be transferred to their choice station without any delay.
3.                 Transfer in Functional ground- The public money spend for this purpose should have proper justification and transferring any individual without arriving functional requirement will result in loss to the state. Hence, Functional requirement should be arrived before Transfer. Functional requirement should be published in OFB Commnet in the month of August with calculation of resultant vacancy of the year. Priority should be given to the JWMs those are interested from other factory to the Factory where Functional requirement is there. This will in turn reduce the expenditure incurred for transfer in public interest. Interested JWMs can apply within the month of December for transfer to the Factory where there is a requirement. If exact required numbers of JWMs have not applied for Transfer to the particular station, then functional ground transfer may be posted to that station according to seniority.
4.     Request Transfer- For request Transfer following points may be considered for granting mark for consideration of Transfer.
a)     Spouse cases should be considered without marking basis.

b)      Medically cases those are suffering from Heart, Cancer , and serious other decease and they required immediate medical facilities there request should be considered without fulfilling of marking condition. Every month such type of cases may be examined and Transfer order may be published with mentioning relieving date. For other reason  Quarterly SPC meeting should be conducted and all finalized name by the  committee should be  published with reliving date .So that JWMs/PS should not suffered for releasing date.
c)      Distance between place of work and Home Town should be considered for granting mark. More than 1000 Km from Home Town to the working place may be granted 10 marks and accordingly marks may be granted.
d)     05 year service in hard station, 08 year in Semi Hard station and 10 years in Soft Station may granted 10 marks for considering request transfer. Proportionate marks may be granted according to the number of year served in the station.
e)     Daughters Marriage and Final settlement before retirement (Five year) may be given 10 marks.
f)       Sickness in a particular place (Less medical facilities or Climatically Condition) of own as well as dependant may be granted 10 marks.
g)     Looking after parents (05 marks) and Children Education (05 marks) should be considered.
The Group B Officer having more marks may be considered for transfer.
5.                 Mutual Transfer- Transfer in Mutual basis should be considered for Group B Gazetted Cadre.
6.                 General Policy for transfer-
a)     For retirement employee last five year service may be granted in their choice station.
b)     Everybody in their service may serve 03 years in Hard Station or 05 years in semi Hard Station once in their service.
c)      15 Years of Service in Group B Gazetted Cadre in a station may be considered for Functional Ground Transfer as there is no Financial Power with them. 
d)     DOP&T Guidelines for posting of Husband and wife serving in same station should be considered.
            Central Executive of this Association requests your kind consideration for inclusion of all the above points in the transfer policy of Group B Gazetted cadre. Applications pending at OFB may be considered for transfer without at the earliest.
            We hope that by the above policy, Request Transfer as well as Functional Ground Transfer can be made very easy and acceptable for the entire Group B Gazetted cadre as a result they can give their highest output for the organisation.

MEETING WITH THE SECRETARY/MOD,DDP AT OFBA ON 24/08/2016

Dear members,
                   Today on 24/08/2016, Secretary/MOD, DDP visited Ordnance Factory Bhandara. Central Executive (General Secretary) has met The Secretary,MOD/DDP and discussed the important unresolved issues pertaining to Group B Gazetted Officer. Member/M&C was also present along with The Secretary/MOD,DDP. Following important points were discussed and explained to the Secretary/DDP for his kind consideration and necessary action.
1. UP GRADATION OF JWM TO LEVEL 08(4800GP)- In this regard, it was explained that, OFB as well as MOD has recommended to 7th CPC as well as to empowered committee for upgrading JWM and placing in LEVEL-08(4800 GP) at par with other department is not being accepted by MOF.  we request for his personnel intervention  for upgrading JWM in LEVEL 8.

 THE SECRETARY,DDP Assured for his intervention and necessary action to up grade the JWM Cadre to Level-08(4800GP). In this regard He also expressed that Association Communication address to Honorable Defence Minister has already been received .

2. Nature of Duty and Financial Benefit to Group B Gazetted Cadre- In this regard, It was explained that after merger of AF and JWM in 6th CPC neither OFB nor MOD has  decided the duties of JWM cadre. JWMs (Group B Gazetted)are compelled to perform supervisory duty even in Sunday,Holiday and Night shift without any Financial benefit. The subordinate Non Gazetted Cadres are getting more salary than JWMs. As a Group B Gazetted Cadre all the Allowances were denied. Even Cadre Review of JWM cadre is not able to finalise for the last four year. Group B Gazetted cadre is fully demoralised in Ordnance Factories. Therefore, this cadre should be Given proper Financial benefit and status.

THE SECRETARY,DDP Assured for his intervention and do the needful in this regard.

        Other points were discussed and a memorandum was submitted to the Secretary,MOD/DDP for his immediate kind intervention. He has assured to take care of all the points mentioned in the Memorandum. It was also informed to him that there is a meeting with NDGBGOA with Additional Secretary at MOD,NEW DELHI on 30/08/2016 and all the points may kindly be taken care at the earliest.

Respected Sir

          The Central Executive of NDGBGOA welcoming you at Ordnance Factory,Bhandara and thanking you for granting this meeting in this crucial time after 7th CPC. It is brought to your kind notice that this Association has brought to the kind notice of Honorable Defence Minister regarding the long pending unresolved issues pertaining to JWM cadre of Ordnance Factories by which some of the points were resolved after meeting with Joint Secretary/LS. After implementation of 7Th CPC, following important issues pertaining to JWM cadre is brought to your kind notice for your kind intervention and necessary action at your end at the earliest please.
Points related to 7th CPC

1.Placement of Junior Works Manager(JWM) in Level 08(4800 GP)-It is brought to your kind notice that, OFB as well as MoD has recommended Grade pay of 4800,LEVEL-08(Minimum) for JWM cadre to 7th CPC as well as Empowered Committee, but it is regretted that it has not been accepted by Ministry of Finance. JWM cadre takes whole responsibility of production, Safety and quality as a front line manager and work as Head of Section in the Ordnance Factories. The Group B Gazette Cadre of all the Organization are being placed in the level 08 (4800GP minimum) but it is not accepted in Ordnance Factories. It is brought to your kind notices that, at present many JWMs are in 4600 GP and joined through LDCE. As per 7th CPC recommendation, if again there will be LDCE for 4800 GP then it will lead to legal complication. At this juncture this Association with great hopes, request your kind intervention and necessary action at Ministry of Finance and DOP&T to upgrade JWM in 4800 at the earliest please.

2.Discrepancy in pay level-06,07,08- As per 7th CPC ( Clause no-5.1.21) the horizontal level in the pay matrix corresponds to a functional role in the hierarchy which will be used for promotional benefit or MACP benefit. It is surprised to note that in between the level, 6,7or 8, there is no difference for promotional/MACP benefit except 3% or less than 3%. If an employee gets promotion from level 6 to level 7, level 7 to 8 or level 6 to 8 then there will not have any extra increase in salary except yearly increment which does not differentiate any promotional benefit. Whereas for other levels in the pay matrix there is an incremental benefits beyond the regular 3% of annual increment for promotion/MACP benefit. Your kind intervention is requested to resolve the discrepancy at the appropriate level at the earliest.                                                                                                                           
Points related to OFB and MoD

3.CADRE REVIEW OF JWMs and PS -Sir, in Ordnance Factories, One Group C cadre is able to get minimum03 promotion within a period of 13 years and one Group A cadre is also able to get 03 promotion from JTS to JAG within 13 year  where as one Group B entry can get only one promotion from CM to JWM till his retirement. Cadre Review for middle management cadre(CM and JWM) was initiated by OFB in September 2012.But it is deeply regretted that till date it has not been materialized. The Central Executive of this Association request your kind intervention for an early Cadre review of JWM Cadre of Ordnance Factories which is pending for long time.

4.Deferment in date of promotion of JWM ( JWM Promotion published on 22/12/2015 by OFB)-Sir,it is deeply regretted that OFB has published promotion to JWM along with deferment in dates of previous promotions (4-5 years beyond from previously published dates) in review DPC. OFB has not been able to get the Seniority of Charge man and JWM right, till date. Every time OFB publishes a seniority list of the above cadre, there is goof-up and these results many courts cases for settlement.  Your kind intervention and necessary direction to OFB is requested for not defer the date of promotion from CM to JWM and early correction in seniority list of JWM please.                                                                                                                     

5.Inter factory Transparent Transfer policy for Group B Gazetted Cadre of OFB-At present there is no transparent Transfer policy followed by OFB. Therefore it is requested to frame a transparent Transfer Policy at par with Other Department in OFB for Group B Gazetted Cadre with Consultation of Stake Holder Association and it should be approved by MoD. Meanwhile all Pending compassionate Transfer cases which were finalized by SPC/OFB may be published with mentioning releasing date of concern officers.  
6.Decision on Hard Station ( Ordnance Factories)- MoD may kindly take decision to include   CFA, OFBA,OCFS as Hard Station which is yet to be approved by MoD.
7.Increase of JWM(OTS) post with calculation of Office Superintendent(OS) vacancy- At present the number of Post inJWM(OTS) is as per the calculation of Chargeman(NT/OTS) where as it is filled from both CM(NT/OTS) and Office Superintendent. Therefore, JWM(OTS) post may kindly be increase as per the calculation of OS vacancy.                                                                                                                                      8.Honorarium/Incentive Scheme, Risk Allowances for Group B Gazetted cadre-  Hierarchy in    Pay package exists in all the Organization whether it is Private or Government but it is not prevail in   Ordnance Factories. It is brought to your kind notice that in Ordnance Factories subordinate   employees those are in Non Gazetted Cadres gets more monthly salary (in terms of Over time   Allowance, Piece work,NDA, Bonus,etc )than Group B Gazetted Cadre(JWM). In this organization   promotion to a Group B Gazetted post results in loss of financial benefit which demoralizes the   cadre. Therefore, Central Executive of this Association requests your kind intervention and   necessary direction and necessary direction for introduction of Honorarium/Incentive Scheme,  Risk Allowances .Holiday Allowance for Group B Gazetted Officers of ordnance factories at the  earliest please.
9.Increase in JTS post – It is brought to your kind notice that, there are only 188 promotional post (out of 375 total post) of JTS for 7694 JWMs. It is brought to your kind notice that there are 606 STS post in which 50% of post always remains vacant. Therefore it is requested to increase the JTS post of Ordnance Factories by reducing STS post. Disproportionate in Discipline wise distribution of JTS for Promotion  from JWM to AWM  may be revised as per  sanction strength wise.

10.One Time Relaxation in all availed LTC Cases:- Those cases has been Audited  and Finalized By the PCF&A, Kolkata that should not be reopen. All other cases due to ignorance of Rule who has purchased ticket from Unauthorized Agent and Availed LTC facilities .Such type of  all pending LTC Cases may be cleared as a one-time relaxation basis.

11. Revision of SRO/RR of JWM and PS  Cadre of O.F.Board.

12.Decision making and Accountability in Ordnance Factories- It is brought to your kind notice that , Ordnance factory Board has not yet published the  Procedure followed in decision making process and channel of supervision and accountability. The nature of duty and responsibility of JWM cadre is not yet properly defined by the Ordnance Factories by which there is confusion in duty derailment of JWM cadre. Many Junior JWMs are being Head Of Sections where as Senior JWMs are left and not being posted as HoS . JWMs are not posted to their recruited trade.  Therefore it is requested to direct OFB for Proper posting of JWM in their relevant trade and publish the Accountability and Responsibility of each cadre.

CLARIFICATION ON UP GRADED SCALE OF JWM

          Reference cited above(Ref- 1)the Central Executive Committee of this association requests your earliest intervention on the subject matter please. In this regard the Central Executive Committee of this Association furnishing the followings for your kind consideration.
As per the Gazette of India notification, the point no. 6 & 10 Stated as follows-
  Point no- 6. The Commission’s recommendations and Government’s decision thereon with regard to revised pay structure for civilian employees of the Central Government and personnel of All India Services as specified at Annexure I and the consequent pay fixation therein as specified at Annexure II shall be effective from the 1st day of January, 2016. The arrears on this account shall be paid during the financial year 2016-2017.


Point no-10. The Government has accepted the recommendations of the Commission on upgrading of posts except for those specified at Annexure III. The recommendations on up gradation specified at Annexure III will be separately examined by Department of Personnel and Training for taking a comprehensive view in the matter.
      Sir, it is hereby informed that any one of the Annexure (Annexure-I and Annexure-III) of Gazette Notification does not mention regarding JWM cadre of Ordnance Factories (Ministry of Defence).  Moreover the Gazette Notification neither mentioned regarding the Recommendation of 7th CPC nor mentioned regarding the Upgraded Recommendation of MoD and OFB regarding JWM cadre. But it is regretted to note that OFB in its Instruction for Implementing 7th CPC vide reference No-2 mentioned to keep JWM in the Grade pay of 4600 in the level 07  defies logic.

Therefore, The Central Executive of this Association request the Honorable DGOF & Chairman to Clarify the above Instruction from concern authority from MoD and implement the upgraded pay scales for JWM cadre i.e. Rs 5400 (PB III) in Level-10, Rs 5400 (PB II) in level 09 and minimum Rs 4800 to all JWM’s’ at level 08 with proper ratio as per functional requirement in the Ordnance Factories at the earliest please.

Dear Members,
         Today on 02/08/2016, General Secretary visited MoD, New Delhi and could meet Honorable RM and RRM and discussed regarding the placement of JWM cadre in the 7th CPC. General Secretary expressed his displeasure and explained to Honorable Defence Minister and RRM that the Upgraded recommendation for JWM cadre of OFB which was forwarded by MoD to empowered committee is neither accepted nor rejected. The Gazette notification on 25th July 2016 does not mentioned regarding JWM cadre of Ordnance Factory which has to be sorted out at DOP&Tat the earliest.
Honorable Defence minister as well as RRM assured to look into the matter and do the needful for up gradation of JWM cadre in OFB.
     General Secretary submitted memorandum to Honorable RM and RRM for their kind intervention for Up Gradation of JWM Cadre and also for other important unresolved issues pertaining to JWM Cadre. Memorandum submitted is attached here for your kind information.

Respected Sir,
          The Central Executive of this Association thanking you for your kind intervention by which one meeting was arranged at MoD with Joint Secretary(LS) with  office Bearer of NDGBGOA on 24/09/2015. After the meeting some of the important points were resolved and some points are still pending at MoF and OFB without any fruitful result. Therefore Central Executive of this Association once again requests your kind intervention and necessary direction for the following unresolved issues pertaining to Junior Works Manager of Ordnance Factories at the earliest please.
1.CADRE REVIEW OF JWMs-  Sir, in Ordnance Factories, One Group C is able to get its pay band change (PB-I to PB-II) within a period of 12-13 years (  Semi Skill employees can become Master Crafts Man with four promotion) , Similarly one Group A is able to gets its pay band change (PB-III to PB-IV) within a period of 12-13 years( JTS can become JAG ) where as one Group B entry cannot get PB III for 29 years due to lack of promotional avenue( Only one Promotion).The  Central Executive of this Association request your kind intervention for an early Cadre review of JWM Cadre of Ordnance Factories which is pending for long time with MoF ..
2. Placement of Junior works Manager (Group B Gazetted)of Ordnance Factories as per the recommendation of OFB and MoD- Sir, it is brought to your kind notice that, OFB as well as MoD has recommended Grade pay of 4800 , 5400 PB-II and 5400 (PB III) for JWM cadre to 7th CPC as per the responsibility and accountability and negligible promotional avenue for the cadre. At this juncture this Association with great hopes, request your kind intervention and necessary action at Ministry of Finance (7TH CPC Implementation Cell) for approval the proposal at the earliest please.

3. Deferment in date of promotion of JWM ( JWM Promotion published on

Every time OFB publishes a seniority list of the above cadre, there is goof-up and these results many courts cases for settlement. Your kind intervention and necessary direction to OFB is requested for not defer the date of promotion from CM to JWM and early correction in seniority list of JWM please.
4. Framing of Transfer policy of JWMs and Group B Officers - Ordnance Factory Board is ordering mass transfer of JWMs which is not as per the policy and moreover the policy is not approved by MoD. Therefore your kind intervention is requested for a fair transfer policy of JWMs in OFB.
5. Local Account should be empowered to pass TA/DA/LTC and Medical Claim bill  of G’roup B&C ( Gazetted & Non Gazetted) :- At present Local Accounts of all Ordnance Factories  is passing TA/DA/LTC and Medical Claim and  GPF final claim  of Industrial employees only. All above mentioned bill of Group B&C (Gazetted and Non Gazetted) Staff and Officers is forwarded to PCF&A, Kolkata. Due to such type of policy lot of govt. expenditure (Crores of Rupees) incurring in postal correspondence and Deputations. Hence all Local Accounts should be empowered for settle the claims of    above bills up to Group’B’Gazetted level so that lot of unwanted govt. expenditure and time can be saved.

 Sir, Hierarchy in Pay package exists in all the Organisation whether it is Private or Government. Hierarchy in Pay Package is required for thinking of Ownership and to control the subordinates. It is brought to your kind notice that in Ordnance Factories subordinate employees those are in Non Gazetted Cadres gets more monthly salary (in terms of Over time Allowance, Piece work Incentive,NDA, Bonus )than Group B Gazetted Cadre(JWM). In this organization promotion to a Group B Gazetted post results in loss of financial benefit.Therefore, The Central Executive of this Association requests your kind intervention and necessary direction to OFB for introduction of Honorarium/Incentive Scheme, Risk Allowances for Group B Gazetted Officers at the earliest please.

        Sub: Implementation of upgraded pay scales recommended by MOD for the
                  JWM cadre working in Ordnance Factories – request off.

        With due respect, as per the directives of NDGBGOA (CE) I the undersigned would like to submit that, our  association is much privileged to acknowledge the efforts of Ministry of Defence towards initiation of  appropriate action for  up gradation of pay scales to the JWM’s in the 7th CPC. After publication of the Gazette Notification, the NDGBGOA would like to bring the followings for your kind notice regarding JWM cadre which may kindly be taken up at M o F and DOP&T for finalisation at the earliest please. As per notification
1.         As per the Gazette of India, the point no. 10 (page 12) spells that “the Government has accepted the recommendations of the Commission on upgrading of posts except for those specified at Annexure III”. But the JWM cadre of Ordnance factories is not ben mentioned.
2.         In the point no; 14 (Page 13) “ Recommendations not relating to pay, pension and allowances and other administrative issues specific to Department/ Cadres/Posts will be examined by the Ministries/Departments concerned as per the Allocation of Business Rules of Transaction of Business Rules”.
Sir, 7th CPC has recommended complicated proposal for JWM cadre which will not only make confusion for placing the existing JWMs but also will demoralise the cadre.
 The MOD as well as OFB has taken initiation to mitigate the JWM issues and proposed to the empowered committee (7th CPC implementation cell) Rs 5400 (PB III) in Level-10, Rs 5400 (PB II) in level 09 and minimum Rs 4800 to all JWM’s’ at level 08 with proper ratio as per functional requirement of OFB . But it is deeply regretted that Gazette notification is silent regarding JWM cadre of Ordnance Factories.
       With a great hope and expectation, the Central Executive of this Association requests your kind intervention and necessary action for approval of the proposed Up gradation of JWM cadre (As recommended by MOD)  at DOP&T at the earliest please.
